SAP Consultant needs help regarding “SNP PDS is it possible to have dif values diff month so mult pds per matlc “

Trying to create multiple SNP PDS for a material location where I have different rates, ie quantity output v input (header and component) Per month.
THIs is to reflect improvement in the resource. ie each month the process uses less raw material due to more efficient processes.
So I have created multipls BOMS with different input outputs per month.
I have put setup group in the rate routing because I need the setup group in my PDS.
in the production versions in ECC I have created multiple production versions. Different one for each month, pointing to the different rates in different BOMS.
Send over to APO.
Only the FIRST SNP PDS that I send over works properly. THe first month PDS includes the linked operations, activities, including setup group.
THe other SNP PDSs, which are created a new header and a new item, they do not have links to the activities, operations, and setup groups. Just what look like generic operations with no details. SO they do not work for what I am trying to do in SNP.
I also send PPDS PDS over. They work OK. All the details in different months.
I have tried LSMW in APO to create SNP PDS and this works to create different ITEM Lines for an SNP header, so I can get different quantities per month. But this defeats the purpose of trying to integrate to ECC.
Looking at the tables behind the SNP PDS and PPDS PDS it looks like the table setup can only handle one SNP header and multiple PPDS headers.
Has anyone ever got multiple SNP PDS to work for a specific Material location with different operation/activity values for different months?
